The next EU budget cycle is not just about technical details of funding allocation — it will fundamentally shape how the EU addresses regional disparities, manages the green and digital transitions, and reinforces solidarity between Member States. At this final event in Brussels, we will present the full package of outcomes from the EUYOU project – including key findings from our survey on cohesion policy and the policy recommendations developed as part of the project. The event will focus on the preparation of the 2028–2034 Multiannual Financial Framework. We will explore how the new cycle could respond to current challenges, reshape the use of cohesion funds, and what kind of political consensus might emerge on how it is implemented. This event is a unique opportunity to meet EU policymakers, policy experts, and researchers in person, and to engage in a dialogue on building a fairer, more efficient and more transparent Europe.

Preparation for the 2028–2034 EU budgetary cycle may introduce new approaches to distributing EU funds. At the heart of the debate lies the strengthened application of the principle of subsidiarity, that is, to what extent it would be more effective to allocate EU funds directly to local actors, primarily municipalities, partially or entirely bypassing the member states as intermediaries. The issue is not merely technical but deeply political: who should exercise control over EU funds, and how can their efficient, transparent, and successful use be guaranteed? At the webinar, renowned experts, representatives of EU institutions, and domestic policymakers will jointly analyse the opportunities inherent in decentralising resource allocation. The discussion will cover the background to the budgetary reform, experiences to date, and proposals related to the preparation of the new MFF. The resource allocation principles of the next EU budgetary cycle will determine the role of local levels in the EU’s development policy. The webinar will help viewers navigate the key subjects of debate surrounding the forthcoming financial framework and provide insight into the potential direction of EU funding policy in the early years of the next decade. The EUYOU project aims to present changes in EU funding policies in an accessible manner, with a particular focus on cohesion policy, the Just Transition Fund, the Technical Support Instrument, and elements of the Next Generation EU programme, including the RRF and REPowerEU.
