Preparation for the 2028–2034 EU budgetary cycle may introduce new approaches to distributing EU funds. At the heart of the debate lies the strengthened application of the principle of subsidiarity, that is, to what extent it would be more effective to allocate EU funds directly to local actors, primarily municipalities, partially or entirely bypassing the member states as intermediaries. The issue is not merely technical but deeply political: who should exercise control over EU funds, and how can their efficient, transparent, and successful use be guaranteed?
