Hungary’s ruling Fidesz party would back a proposal by its ally, the Christian Democratic People’s Party (KDNP) on the mandatory closing of shops on Sundays only on certain conditions and after amendments, said the head of the party’s parliamentary group. Antal Rogán also said this is the first step to make sure no one works on Sundays.
Fidesz would like to achieve that people could not be forced to work on Sundays. The first step of this is the creation of legislation that bans working on Sundays in trade, Rogán told a press conference on Monday.
He noted that they have discussed at a caucus meeting KDNP’s proposal on the Sunday shopping ban, which the party are willing to support on certain conditions and modifications.
Rogán said that according to their plans, no store could be open on the last day of the week, except those where the owners or members of their family work.
The original proposal of the KDNP was to ban stores with a shopping area of over 400 square metres from opening on Sundays and holidays. Rogán’s remarks, however, suggest that this limitation would be scrapped from the draft and every store, except family businesses, would need to be closed on the last day of the week. The governing party would eliminate a rather controversial element of the bill, which would have otherwise resulted in a discriminatory regulation.Rogán stressed, however, that there must be exceptions, such as Advent when stores may be open and working will be permitted even on Sundays. On these occasions, however, the employees must be granted supplementary payment. He added that Fidesz does not exclude the possibility of a 50% higher wage supplement.
The 400-sqm threshold would be lowered, according to Fidesz plans. Index.hu reported that the finalised upper limit could be 200 or 150 sqm, but these will be even grossed, as the KDNP would have differentiated according to the shopping area, whereas the solution backed by Fidesz would include also the warehouse area.
As a result only the smallest shops may be allowed to open on Sundays, but only if the owner of family members work there. An implication of this measure is that some of the all-night stores will cease to be all-night stores.
