Teachers' referendum initiative quashed
In just a few days, the Constitutional Court has ruled on a constitutional complaint concerning the referendum questions submitted by the PSZ. The decision annulled two questions certified by the Curia and thus the referendum initiative itself.
The annulled questions were:
- Do you agree that the local curriculum should provide for the use of 30% of the time allocated to classroom sessions?
- Do you agree that the number of lessons per week for pupils, including physical education as defined in Annex 6 to Act CXC of 2011 on National Public Education, should be reduced by three hours?
In the view of the Constitutional Court, "although they can be answered grammatically and logically with a single yes or no, their underlying content is of a deeply educational and political nature, so that the voter is not in a position to understand the causal context of his/her decision".
The PSZ expressed disappointment at the decision and promised to consult experts on whether to take the matter to international legal forums.
