Motorists, attention! Hungarian gov't plans a host of fee hikes, with 25-55% price rises looming

The Hungarian government is planning to significantly increase the procedural fees for the registration, periodic technical inspection and environmental inspection of road vehicles, according to a recent draft regulation from the Ministry of Construction and Transport, which has now been put out to public consultation. The draft justifies the price increases on the grounds of inflation and increased administrative costs, while stressing the role of environmental protection and transport safety. For many items, there will be more than a 50% increase in charges. The consensus forecast of analysts polled by Portfolio earlier this month was for annual average inflation of 3.7% for this year and 3.9% for 2025.

A draft regulation presented by the Ministry of Construction and Transport aims to reform, i.e. raise the fees for road vehicle procedures. The document rewrites a number of tariffs, ranging from vehicle technical inspections to environmental inspections and tachograph procedures.

The most important elements of the draft are the fee increases, which will be reflected in, among others, the registration permits, vehicle modification procedures and checks on vehicles transporting dangerous goods.

The justification provided by the ministry for the proposed fee increases is the inflationary environment and the increase in the cost of administrative investigations.

The new regulation would also pay special attention to environmental aspects, as part of the fees collected from environmental inspections would be used to improve environmental systems and increase road safety.

The measures could focus on projects that aim to protect air quality and energy efficiency.

Among the fees, there would be a particularly significant increase in the fee of type approval for vehicles, which would rise to HUF 242 100 from HUF 178 900 (+35%).

The draft also includes rules on the refund of fees. If a customer has overpaid or paid a fee without initiating a procedure,

the amount would be refunded ex officio within a maximum of eight days.

If adopted, the regulation could enter into force on 1 February 2025, and the changes would apply to procedures after that date. The public consultation will run until 19 December.
