EU considers EUR 100 billion fund to support Ukraine
The planned amount could be part of the EU's next seven-year budget proposal, set to be presented on July 16.
If approved by member states, the fund would begin disbursements from 2028, ensuring continuous assistance to Ukraine.
The EU has so far provided nearly EUR 160 billion in support to Ukraine, including a EUR 50 billion fund providing loans and grants until 2027, and a USD 50 billion lending facility created jointly with the G7 using interest from frozen Russian central bank assets. The new fund would operate in a similar structure, offering cheap loans and grants, with disbursements linked to reforms to facilitate Ukraine's EU integration.
According to the Commission, Ukraine's financial needs are covered until early 2027, but the war, potential decrease in international aid, and weaker economic performance could cause budget deficits.
Economic Commissioner Valdis Dombrovskis emphasized that
the EU is ready to provide all necessary support to Ukraine for as long as it takes
and is exploring the possibility of securing additional resources from interest on Russian state assets.
